MANILA – In a significant development, the Department of Justice (DOJ) has issued subpoenas to several individuals implicated in the five controversial flood control projects in Bulacan. This move marks a crucial step in the ongoing investigation into alleged anomalies within these projects.

In a statement to the media, DOJ spokesperson Polo Martinez revealed that the subpoenas were served last week, and the initial hearing for the preliminary investigation is set for November 10th at 1 p.m. This hearing will be a pivotal moment in the legal process, as it will determine the next steps in the case.

Meanwhile, acting Justice Secretary Fredderick Vida expressed optimism that the preliminary investigation and the subsequent filing of charges in court for the five cases will be completed by the end of the year. He emphasized the importance of adhering to legal procedures, stating, 'We cannot make shortcuts. We need to follow the rule of law.'

The DOJ's recommendation for prosecution, submitted to the Office of the Ombudsman, names eight individuals and a construction representative. These individuals face serious charges, including malversation, falsification by public officers, perjury, and violations of the Anti-Graft and Corrupt Practices Act. The list includes former District Engineering Office of Bulacan 1 officials Henry Alcantara, Brice Ericson Hernandez, Arjay Domasig, Jaypee Mendoza, Nino Lawrence Morales, Juanito Mendoza, Floralyn Simbulan, and Christina Mae Pineda, as well as Syms Construction representative Sally Santos.

However, Ombudsman Jesus Crispin Remulla returned the cases to the DOJ for a preliminary investigation, indicating that the process is far from over. This decision highlights the complexity of the case and the need for thorough examination.
